Article Abstract:

This article discusses integration policies of the European Union (EU) and the Union's relative lack of design or goal-orientation since its inception in 1950; the need for reforms has increased as membership has grown. German Foreign Minister Joschka Fischer suggested that the EU be divided into a two-tier system with certain core nations moving ahead with integration, along with the development of a federalist Europe with a bicameral parliament and an elected President of the European Commission; in a speech to the German Bundesrat, French President Jacques Chirac seemed to support a federalist proposition, however Chirac's opinion is not representative of the French Prime Minister Lionel Jospin's views and does not fully support Fischer's plan.

Treaty time again

Article Abstract:

The aim of the Intergovernmental Conference (IGC) to create an effective, efficient and democratic union able to function with twenty-five or more members is presented. The launching of a new Intergovernmental Conference and the signing of a new Treaty of Rome is discussed.
