Efficiency and Magistrates' Courts Expenditures
Article Abstract:
Lately concern over magistrate court has been evidenced by the Public Accounts Committee (PAC). Four-fifths of the court expenses are due to the Home Office, which claims it does not have the staffing to handle court inspection activities. Problems with purchase and operational accounting systems have been identified by the Comptroller, the Auditor General and the Lord Chancellor's internal audit service. Layfield Committee recommendations are assessed. The PAC believes that the Home Office should have increased control over expenditures in this area regardless of constitutional issues. Resource employment for administrative justice purposes in Great Britian is reviewed. A table of Court and Home Office Budget data is featured.

Can efficiency in health care be left to the market?
Article Abstract:
Economists' use of the terms "efficient" and "optimal" and how much that usage differs from what laymen associate with the terms is discussed. Arrow's comment that the government's redistribution of purchasing power may be better than the distribution of government benefits and the dubious history of managed care are also topics.
