Improving nuclear materials security in the former Soviet Union: next steps for the MPC&A program

Article Abstract:

Significant progress has been made with joint programs for improving the effectiveness of nuclear material protection, control and accounting (MPC&A) in the former Soviet Union. US Dept of Energy officials have signed agreements for MPC&A cooperation with more than 50 nuclear sites in Russia and the newly independent states, and more than 1,000 Russian and newly independent state staff have received MPC&A training. However, there are still security problems relating to large amounts of weapons-usable nuclear materials in Russia and the newly independent states.

START II : Treaty between the United States of America and the Russian Federation on the further reduction and limitation of strategic offensive arms

Article Abstract:

The Startegic Arms Reduction Treaty (Start II) was signed by Pres George Bush and Boris Yeltsin to reaffirm the commitment of the US and Russia to Non-Proliferation of Nuclear Weapons Treaty signed on Jul 1, 1968. Unlike Start I, START II is a teraty entered into by the US and Russia only. The full text of START II, also known as the Treaty Between the United States of American and the Russian Federation on the Further Reduction and Limitation of Strategic Offensive Arms is presented.
