Mexico in transition
Article Abstract:
The elective presidency has been the indispensable part of Mexico's institutionalized revolution, as every six year a new president takes office. But the act of succession posed a significant problem to the regime as the president tried to maintain his power by holding back the nomination of the successor. The other factors that worsened Mexico's current crisis were economic instability, electoral fraud, use of force, reawakening of Mexico's revolutionary past and the arrest of the brother of former president Carlos Salinas de Gortari.

Financing the capital budget: change and transition
Article Abstract:
Focus on capital use in the 1980's has forced state and local governments to address the issues of capital acquisition, allocation and management. Because of the limited funds from local investments and the national economic situation, however, local governments are compelled to seek capital investments from foreign sources. These foreign capital investments will be the main source of funding for infrastructure development and other necessary public expenditures.

Senate committee clears budget; $6.5 billion below Bush request
Article Abstract:
The Senate Armed Services Committee approved a $274.5 billion defense budget for FY 1993, $6.5 billion less than the amount the Bush administration was asking for. Although the amount was not as large as the administration was hoping for, no major defense programs were discontinued. Funding for controversial programs, such as the Star Wars program and the B2 bomber, were allocated but were made subject to stricter legislative oversight.
