U.N. peacekeepers face new hurdles as missions, responsibilities expand
Article Abstract:
The UN is attempting to bring stability to a number of countries, including Somalia, Liberia and the former Yugoslavia. The scope of the UN's responsibility has increased significantly recently, and attempts to bring humanitarian relief are now being carried out without necessarily having the permission of the countries involved. Economic sanctions are also being stepped up against countries where civil wars exist. Cambodia, Angola and El Salvador are other areas where efforts to bring about peace agreements are being made.

Open skies treaty signed; technical issues remain
Article Abstract:
The Open Skies Treaty, which provides for a system of unarmed reconnaissance flights over the territory of each signatory nation, was signed in Helsinki, Finland by 25 countries. The 16 NATO nations, five non-Soviet members of the former Warsaw Pact, and the newly independent states of Russia, Belarus, Ukraine and Georgia all signed the treaty which was originally proposed by Pres Dwight Eisenhower over 37 years ago. However, technical details of the treaty remain to be worked out.
