Article Abstract:
An early legislation permitted the formation of a real estate investment trust (REIT) which holds the taxpayer free from federal corporate tax under certain conditions. This law allowed the public to invest in real estate in a large scale by merging their funds. Since then, REITs have grown into a tool for investment, ownership, operation and finance of large-scale real estate ventures that were previously the arena of wealthy individuals and institutions. A proposed Congressional bill that may reduce the benefits of REITs is discussed as well as its implications.

Article Abstract:
The international economic conditions of the late 1990s parallel those of the 1920s and other economic boom and bust periods in terms of a bull market, the increasing number of mortgage loans, office construction and bank lending. However, the solvency of the nation's financial institutions which have substantial exposure in terms of foreign debt is threatened. Multibillion dollar mergers have proliferated across industries and foreign policy appears to be cobbled on an ad hoc basis with no long term planning mechanisms.
