For better or worse?

Article Abstract:

Southampton, Hampshire, England, is a regional retail center and a major retail development is being built in the city center. There is a debate as to whether this will benefit the city since some observers argue that shoppers using the new center will use cars, so not shop elsewhere. Retail facilities tend to be scattered in the city and the new development may marginalise some retail areas. There is also a development outside the center which may include a garden center and consumer electronics outlet.

Gateway to China

Article Abstract:

The business community in Hong Kong feels more confident of its future under Chinese rule, when the handover occurs in Jul, 1997. Beijing has sought to reassure the community that the main workings of this sector will remain intact, with Basic Law and other agreements in position. Governor Chris Patten will be replaced at the end of his term of office by a chief executive. Whoever is chosen for this position will have to ensure Basic Law is enforced and managed.

Flat rate blues

Article Abstract:

City Challenge funds are distributed as flat rates which means financial constraints. However, Newcastle's City Challenge team has made considerable progress in reversing the process of decline in the city's west end. The Benwell shopping centre has been improved and the Cruddas Park shopping centre is to be renovated. Some believe that City Challenge required a longer run-up period and a sensible spending strategy rather than a flat rate.
