California's business climate is back on healthy grounds after running into trouble from 1990-1994 following deep recession, a downsized defense industry, a hostile business climate and some natural calamities. California partly owes its fresh growth to the San Francisco- and Los Angeles-centered chapters of the International Development Research Council, which spurred the 'new Gold Rush' attitude in the sunny state. California's new Gold Rush refers to the expansion and relocation of leading firms into the state, generating as many as 300,000 jobs in the market.
