China's democratization and the Taiwan experience
Article Abstract:
Ideological changes at the Chinese Communist Party (CCP) and Taiwan's Nationalist Party or Kuomintang (KMT) are mainly decided upon by party leaders or party elites. A comparison of both parties' adaptation of democratic forms of governance reveals the weakness of the CCP to survive social demands concomitant with political reform, while an extensive elite transition in the KMT has allowed it to survive democratization. Thus, CCP leaders are not expected to allow political reform since it would result in the eventual demise of the party.

Reforming China's cadre management system: two views of a civil service
Article Abstract:
The attempt to establish a civil service system in China is analyzed by arguing that the continued use of the term state civil service system fails to justify two contrasting views of civil service. Zhao Ziyang presents the original view in his program of political structure reform which necessitates major modifications in political structure. On the other hand, the Provisional Regulations prescribes a system that calls for minimal departure from the traditional cadre and personnel management system.
