Diplomacy, domestic politics, and the U.S.-India nuclear agreement
Article Abstract:
The United States-India nuclear agreement of July 2005, which allowed the transfer of civilian nuclear technology to India and the effects of domestic policies in the implementation of agreement, is examined. It is suggested that the domestic politics significantly delayed the implementation of the agreement and this nuclear cooperation initiative can only become effective once the U.S. Congress approves the final 123 Agreement, which is substantially different from the July 2005 agreement.
