Article Abstract:

Car theft appears to be commonplace in the Central City District in downtown Philadelphia, PA. One of the main reasons is legal flaws. Nonviolent suspects are not detained due to a 1991 prison cap. If a police officer or a witness is unavailable, a case is dismissed.
