The new public procurement directives: A partial solution to the problems of procurement compliance
Article Abstract:
The revised European Union (EU) directives on public sector and utilities procurement are investigated, and the technical weaknesses in the current directives are assessed. The new solutions present only partial solutions to the problems of procurement compliance, and an effective implementation is possible only with a change in culture in each member state in terms of a better understanding of the rules and execution of regulatory compliance.

The European Union has adopted a new set of rules, which govern the award of public contracts in the supplies, works, and services sectors, as well as in the public utilities after a considerable amount of debate and consultation. The new Directives reflect on the 1996 European Commission's Green Paper on Public Procurement and the following 1998 Commission's Communication.
