Strengthening Administration Capabilities in India
Article Abstract:
India has sought reform in public administration since 1947. It has given it special attention since 1960. Prior to 1960, inquiries were held regarding various administrative reform commissions with encompassing authority to cause administrative changes. After 1970 other emphasis was used to improve the implementation of recommended reforms. Primary attention is given to administrative improvements at microlevels. Problems with these reform methodologies are highlighted. The Indian Civil Service (ICS) inherited its structure from the British colonial setup. Public administration in India remained effective through World War II. India's independence in 1947 created severe problems for its public administration. India's partition caused personnel divisions. Tables of data on major reports in India's administration from 1947 to 1981 are featured.

Administrative Responsibility in a Developing Country
Article Abstract:
A review of the concept of administrative responsibility is presented. Seven dimensions of administrative responsibility are identified: authority, accountability, responsiveness, competence, courtesy, neutrality and virtue. Zambia's efforts at building and maintaining a responsible public administration are highlighted. Zamia has failed to achieve a satisfactory level of administrative responsibility. This is probably because colonial government structure failed to provide for accountability. Also administrators have anti-rural and anti-participation attitudes.
