Papua New Guinea in 1997 and 1998: troubles in paradise
Article Abstract:
Papua New Guinea's democratic and political institutions teetered on the brink of collapse in 1997 due to a military mutiny, a crisis that carried into 1998 as Prime Minister Bill Skate barely held on to power. Skate's government had been rocked by scandals and cabinet reshuffles, while El Nino, the Asian financial crisis and the Aitape tidal wave threatened to pull down the already struggling economy. In foreign affairs, Papua New Guinea's relations with Australia returned to normal while the government worked hard to improve ties with Indonesia. The country's foreign relations efforts received a major boost with the visit of the US's secretary of state.

Papua New Guinea in 1994: reaping the whirlwind
Article Abstract:
Julius Chan was elected as Papua New Guinea's new prime minister on Aug. 30, 1994, after the collapse of Paias Wingti's government. Chan's new government immediately implemented strict government spending control measures to reduce the budget deficit, negotiated a ceasefire with the rebel Bougainville Revolutionary Army and charged secessionist politicians in the New Guinea Islands provinces with treason. Moreover, economic reforms were initiated by the government.

Papua New Guinea in 1995: restructuring and retrenchment
Article Abstract:
Papua New Guinea (PNG) carried out a major political restructuring in 1995 with the introduction of the Provincial and Local-Level Governments Act. The new Chan government also implemented austerity measures. With regard to its foreign relations, PNG negotiated with the International Monetary Fund/World Bank and donor countries, opposed the French nuclear tests and hosted the South Pacific Forum.
