The Council of Europe Convention on the Prevention of Terrorism
Article Abstract:
The policy development process leading to the adoption of the Council of Europe Convention on the Prevention of Terrorism (CECPT) convention, a multilateral counter-terrorism treaty that was opened for signature in May 2005 is explored to examine its core provisions. CECPT convention treaty is an initiative that might not contribute a great deal to the substantive fight against international terrorism, but could present a danger that governments might draw the line between indirect incitement and pure apologies in the wrong place.
