The nomination process for Japan's next general election: waiting for the Heiritsu-sei

Article Abstract:

Japan has instituted a new electoral system that divides the country into 300 single-member districts (SMD) and 11 proportional representation (PR) districts. The new combined SMD-PR system, which can be likened to the electoral system currently operating in Italy, is expected to have widespread ramifications on the selection process for candidates from the different political parties that will participate in the next Japanese general election.

The vital issue of hydrocarbon revenues remains unresolved because of a territorial dispute with Australia and problems with the structures proposed to manage those resources. However, independent East Timor, with U.N. support until 2005, is straining to cope with problems of institution building and development.
