U.S. dual-use exports to China, Chinese behavior, and the Israel factor: effective control?
Article Abstract:
The Tiananmen Square Massacre in China in 1989 may have prompted the US into tightening its controls on its dual-use exports to the former, but the Chinese military's continued modernization suggests that these controls may not be effective. For one, Israel is believed to engage in illicit retransfer of US military and dual-use technology to China, aided in part by the latter's sophisticated procurement efforts. To arrest the transfer of its dual-use exports to China, the US must pursue a global policy that will include its allies and attractive markets. Pres Clinton must also prioritize the country's efforts at export controls.

The politics of US-China economic relations: MFN, constructive engagement, and the trade issue proper
Article Abstract:
The dominant feature of the US-China relationship is China's attainment of the status of the Most Favored Nation (MFN) in America's trade policy. Although the two countries differ on issues of intellectual property rights, Chinese textile export to the US, convict-labor products and trade relations with post-Tiananmen China, Pres George Bush has successfully negotiated with China to implement reforms that would westernize the Chinese market through financial incentives. China has effected some of these reforms, though they are not recognized by the international market.

China and Clinton's America: have they learned anything?
Article Abstract:
US-China relations during the first term of the Clinton administration dealt mainly with the war and peace issues, such as the settlement of regional conflicts and anti-nuclear weapons advocacy. After this period, Pres Clinton became personally involved in the handling of the China policy. Both countries have exerted efforts to improve bilateral relations due to the economic and security costs that will be caused by a conflict.
