Functional representation in Hong Kong's legislature: Voting patterns and political implications
Article Abstract:
Voting records show that functional representatives, which were introduced to Hong Kong's legislature in 1985, have a tendency to veto motions that advocate democratic and accountable governance and a fairer socioeconomic order. This trend summarily blocks the articulation of public aspirations and renders democratization, as also the stability and harmony of Hong Kong society, very uncertain.

Article Abstract:
The introduction of the tax-sharing system in 1994 marked a new era of fiscal management in the People's Republic of China. The central government under this system has been much more effective in reasserting its power over tax revenue collection in Guangdong than in Fujian and this differential impact is associated with different economic situations in the two provinces.
