Article Abstract:
Head of the European bank Jacques Attali's proposal for the promotion of free trade for eastern Europe was not supported. France and Germany may isolate Western Europe from eastern problems. Poland, Czechoslovakia and Hungary accepted EC association treaties but the Common Agricultural Policy prevents them selling produce more cheaply, so they cannot achieve higher gross national product through export of grain, potatoes or meat. In Eastern Europe close economic links are indivisible from political cooperation.

France freezes as Europe melts
Article Abstract:
French President Mitterand pursues Gaullist policies assuming that Europe means western Europe and that France and Germany are equal. He represents French national interests as Europe's basic essentials. He did not attempt to adapt after the collapse of communism; Paris has thwarted reform of most European institutions. Germany has had to become Eastern Europe's biggest trading partner. Mitterand promised to establish an independent bank similar to the Bundesbank but it was subject to politicians' orders.

Russia's charm offensive
Article Abstract:
Russia now seems keen to establish better relations with eastern European countries, but these countries see Russia's interests as conflicting with their own. Eastern European economies are no longer dependent on Russia, but Russia still seems to find it hard to regard eastern European countries as simply another part of the European continent. Further tension is likely to arise when eastern European countries join Nato.
