The UK Labour party has overtaken the Scottish National Party in the opinion polls, but Labour is still a long way from winning sufficient support to gain an overall majority under proportional representation. The most likely outcome of the election on May 6, 1999, will be a hung parliament in which Labour is the largest party. However, the Labour party's lead could still decline considerably, given that one in four Scots have still not yet decided how to vote.

The UK Conservative party seems to be in a very weak position as politicians from both this party and the Labour party begin considering their strategies for the next general election, which could take place in May 2001. In contrast, the Labour party seems to be in a good position to strengthen its popularity. However, it must not be assumed that the Labour party will necessarily remain in this position. Indeed, opinion polls indicate that voter dissatisfaction with the government is rising. The Conservative party will have to offer a strong sense of direction if it is to capitalize on this trend.
