The Somalis are a fierce, proud race which is unlikely to yield to peace enforcement or humanitarian intervention. UN staff and other diplomats left Mogadishu in Jan 1991 when President Siad Barre was driven out. UN Secretary-General Javier Perez de Cuellar sent his Special Representative James Jonah to talk to both sides. In Mar 03, 1992, a ceasefire was agreed, but by then thousands were dying of starvation as they had not been able to plant crops for two years. The US military claimed to have ended the war in two months, but General Aideed would not relinquish power.

Making war to secure peace
Article Abstract:
The United Nations is committed in the former Yugoslavia, Western Sahara, Cambodia, Angola, Western Sahara and Mozambique. They act as referees until a new political administration is in place. However, the UN Charter prevents it from intervening without permission. In Bosnia peace-keeping has turned intohumanitarian aid. In Somalia invasion by a UN force would jeopardise relief workers and any firing would turn them into protagonists. The new role requires staff willing to take risks.

The tactics of American marines sent to Somaliaseem likely to kill many Somalis as they threaten anyone with a gun. They had not anticipated the presence of journalists at the port although US officer General Frank Libutti had invited them. When Navy Seals, frogmen, arrived secretly at the airport they threatened to shoot the journalists there. The seizure of the airport had been announced so they should have expected journalists there.
