Desperate Bush calls Baker in; feared political operator is moved from State Department to rescue President's campaign

James Baker was appointed White House Chief of Staff on Aug 23 1992 replacing Samuel Skinner to improve President Bush's position in the election campaign. Lawrence Eagleburger will be temporary replacement Secretary of State in charge of foreign policy. Mr Skinner becomes general chairman of the Republican National Committee. An ABC-Washington Post poll showed Mr Bush had 34% support and Bill Clinton had 60%. The Democrats objected to Mr Bush's foreign policy. On Aug 24 Middle East peace talks recommence but officials expect Mr Baker to direct them from his new job.

Business warms to Clinton's promise of a helping hand

Democratic presidential candidate Bill Clinton believes government can help business. He intends to establish a federal agency to fund research for those industrial areas which offer most for America's future and a network of advice centres for small businesses. His proposals include improvements to education and training to improve the workforce. He pledges $20 billion a year to rebuild roads and railways. He would introduce health regulations to limit treatment costs and to provide for all US citizens.
