Home secretary Michael Howard is misguided in making proposals for heavier, and mandatory, sentencing, according to Lord Taylor of Gosforth, the Lord Chief Justice. He has been particularly critical of the home secretary's plans for the introduction of minimum sentences, which would take no account of individual circumstances or the seriousness of a crime. The home secretary has responded by stating that his approach is designed to reassure ordinary people that they will be protected from dangerous and habitual criminals.

An Old Bailey jury has found Szymon Serafinowicz to be unfit to plead to charges of war crimes against Jews living in the town of Mir, Belarus, and the surrounding area in 1941-1942. He has always maintained that the force he commanded was a 'defence' force against the Russians or partisans, and claims that he attempted to prevent the shooting of Jews by local police and Germans. Many elderly witnesses from a number of different countries gave evidence at the committal proceedings which took place in spring 1996.

Criminal review body deluged with cases
Article Abstract:
Many challenges are facing the UK's new Criminal Cases Review Commission. It has received 251 cases in its first week of operation, but is still short of fully-trained staff. It is likely to have to deal with 500-750 cases in its first year, and intensive investigations may prove very expensive. The commision's members are keen to emphasise that it will be very open in its work, unlike the former Home Office Criminal Cases Unit.
