The killing by Algerian police of up to 62 Berbers in only four days is to be investigated by a special commission. The possibility of a violent insurrection breaking out is discussed.

The countryside south of Algiers, Algeria, is being gradually abandoned as local people flee, frightened of becoming the next victims of the massacres of civilians which are now characterizing the country's civil war. There have been reports of a number of extremely violent massacres. The worst was in the village of Rais, Algeria, where 349 people, mainly women and children, were killed by up to 100 men. If these atrocities were carried out by Islamists, it is unclear why they should attack people who voted in large numbers for the Islamic Salvation Front.

Terror tests Algeria's faith in democracy
Article Abstract:
There is considerable tension surrounding elections to local councils in Algeria. Many ordinary people are living in a climate of great fear, and their voting decisions are being mainly influenced by a desire for peace. Economic factors also play a key role in political activity, as many people are very short of money. The Islamic Salvation Front, which gained strong support in the 1991 elections, is not participating. Its militants have split into two groups, one of which is continuing to assault innocent villagers.
