One promise that Labour really ought to break

Article Abstract:

The UK government's commitment to reduce National Health Service (NHS) waiting lists raises many complex issues. It is not certain whether it would be better to reduce the time people spend on waiting lists, or to reduce the overall number of people on waiting lists. Waiting time is not necessarily a good measure of performance, and people may in fact be prepared to wait longer if this meant that they were guaranteed a higher standard of treatment. It has proved very difficult to prioritize patients on waiting lists, as NHS managers tend to emphasize waiting time above all other factors.
