Moscow power struggle remains unresolved
Article Abstract:
Russian president Boris Yeltsin announced a special rule to circumvent Congress, which Congress challenged. He plans a vote of confidence on Apr 25, 1993, but Deputies wish to have a separate referendum about whether to continue with the economic reforms. Congress has reduced Mr Yeltsin's powers and put him on the defensive. He amended his plans for presidential rule and appealed to his supporters. Congress tried to stop him by changing the provisions of any referendum.

Yeltsin in no mood for compromise
Article Abstract:
Russian President Boris Yeltsin campaigns for support in the Apr 25, 1993 referendum. Voters will be asked their opinions on economic policy and theneed for early elections. Yeltsin hopes to make Russia into a presidential republic; his opponents vice-president Alexander Rutskoi and parliamentary chairman Ruslan Khasbulatov think it would be a dictatorship. Most opinion polls show support for Yeltsin and early elections.

Democracy's vote of confidence
Article Abstract:
The national referendum on Apr 25, 1993 which asked Russians their opinion of President Boris Yeltsin, was 59% in his favour. His policies have brought 1/3 of the population into poverty, but the alternative is no better. The Congress of People's Deputies set the referendum questions to resolve the power struggle. A high proportion of the electorate, 62%, voted.
