On the brink of a trade war

US trade representative Mickey Kantor and EC trade official Sir Leon Brittan meet in Washington to settle trade between the US and Europe. Trade-related disputes have limited the possibility of finalising the Uruguay trade measures of Gatt. The agriculture issue was settled in Nov 1992, but other matters cause objections. Article 29 of the EC Utilities Directive of Jan 01, 1993 requires non-EC companies to be 3% cheaper and to have at least 50% local content. The Buy America Act requires foreign bids to be 6-50% lower than American ones.

Time to get closer to Europe over gas
Article Abstract:
Natural gas is not fully tradeable. Long-term contracts are usual in Europe. The UK has 64 trillion cubic feet of gas in the UK Continental Shelf, which would last about 30 years at a rate of 2 trillion cubic feet a year. New reserves may be discovered but Britain will have to import more eventually. There is plenty of gas in the world but obtaining it is difficult and expensive. Britain may decide to join the European pipeline network as Norwegian Frigg oil is more expensive than British.

Thatching Advisory Services (TAS) is the largest specialist in the world. It runs a franchise operation which trains newcomers in a six-month course. The Rural Development Commission, which runs government training courses, objects to TAS's non-traditional methods and materials.
