Opting out, comprehensively
Article Abstract:
Many schools are opting out of local authority control and becoming grant-maintained. Castle Hall School in Mirfield, West Yorkshire has applied for grammar school status and others may follow, but the majority of teachers support comprehensive education. Admission criteria are being applied using primary school reports and Key Stage 2 Standard Assessment Task results by local authority and grant maintained schools. Schools have to improve their image with exam league tables and truancy tables to attract pupils as their finance depends on pupil numbers, so they use more selective methods to avoid disruptive pupils.

Mr Kenneth Clarke, Secretary of State for Education, has changed the art syllabus to cover detailed knowledge of Western art and major figures, with less time for practical work or integrating theory and practice. Lord Renfrew, chairman of the working party on the national curriculum for art, criticised the plans. At Acland Burghley School, north London's practical approach to art includes art history, integrating practice and theory. Visual research produces much work and excellent exam results.

A three-day conference at the London Institute of Education on 'Lessons from the United States and Canada' examines the effectiveness of schools. Americans expect schools to provide support, care and role models which children may not receive at home. British teachers think schools are only moderately effective for disadvantaged children. In Canada and America schools useimprovement programmes based on research findings. Canadian schools are responsible for their own evaluation.
