'Sceptical' Israel gives Arafat a chance to halt attacks

The Israeli Cabinet has indicated that troops can attack Hamas and Islamic Jihad commanders, but not mainstream Palestinian Authority targets. This is designed to give Palestinian leader Yasser Arafat time to impose the ceasefire he promised in response to a suicide bombing in Tel Aviv, Israel.
