The BBC's future lies in the small print

Article Abstract:

A Green Paper is expected in 1992 to redefine public broadcasting, as the BBC's charter, which determines its constitution, runs out in 1996. The appropriate government minister authorises a licence and agreement restricting broadcasts to impartial and non-editorial programmes. The government can ban a programme and advertisements are not permitted. This may be changed in the new licence. Nomination of governors by non-political bodies would prevent the possibility of politally-controlled broadcasting.

Article Abstract:

The British reputation for free reporting is spoit by the government-imposed Northern Ireland Notice of 1988 which prevents direct broadcasting of anyone speaking in support of a listed organisation. This mainly prevents broadcasting of the Sinn Fein, which is the second largest party on Belfast City Council. On-air anomalies arise which confuse the audience. These matters should be editorial rather than legal. Heritage Secretary Peter Brooke should revoke the notice.

Art for the heart's sake

Article Abstract:

The BBC should address a mass audience and a minority audience. Government plans for market forces to operate in the public utilities have led to a loss of objectives. The BBC should cease Breakfast TV and local radio, and keep serious documentaries, serials and drama. Live theatre has to be translated for television to convey its nature. All types of self-expression are art, but art should also have a moral dimension. Without art, society would be soulless.
