There have been accusations the new United Kingdom government is being run by the prime minister, Tony Blair and his friends, with others feeling excluded from the project to modernise the UK. The minister without portfolio, Peter Mandelson, is responsible for overseeing policies development and has freedom to become involved in a wide range of issues. He is seen as wanting to become prime minister, as is the chancellor, Gordon Brown. The press secretary, Ailstair Campbell, travels with Tony Blair and helps draft his speeches. The three men are seen as having a killer instinct, and they and Tony Blair can exhibit ruthlessness.

UK Prime Minister Tony Blair expressed a wish to head one of the most radical, reforming governments ever in his speech to the Labour party's 1997 annual conference. However, the details of his government's policies indicate a rather more cautious approach. He announced a 2 billion pounds sterling repair and equipment scheme for schools, for example, but further investigation reveals that some 700 million pounds sterling of this will have to come from private sources. His plans for welfare reform are based on boosting self-provision.
