The Commonweal project in Minneapolis is an example of how over-capacity in the economy can be used to redistribute purchasing power. It allows people who have a particular skill to offer to work for service credits, rather than cash, which can then be spent in shops, restaurants or on other services. This allows the poor to boost their purchasing power, while also ensuring that participating businesses can operate through quiet periods and dispose of surplus stock. This approach may prove effective in the UK, where there is a need to regenerate social capital.
