Some critics of UK Chancellor Gordon Brown believe that he has a secret fund, possibly totalling as much as 50 billion pounds sterling, that he is holding in reserve. Others claim that government finances are now stable and that public expenditure should rise. In fact, the situation relating to government finances is much more complex than Brown's critics are willing to admit. The government is at present unwilling to admit to voters that they will have to accept significant middle-class tax increases if there are to be really large increases in government spending.

UK Chancellor Gordon Brown has stated in his 1998 pre-Budget report that economic slowdown has become inevitable. As a result, he will permit government borrowing to increase to protect investment in education and health. The Treasury now anticipates a surplus of 1.5 billion pounds sterling in the 1998 financial year, but expects net borrowing to rise to 4 billion pounds sterling in 1999 and 5 billion pounds sterling in 2000 to 2001 before falling again.
