Addressing the Y2K challenge

Article Abstract:

Concern is increasing about the year 2000 computer problem. Water treatment, electricity generation, pollution control, and chemical manufacturing are some industries that might suffer. The EPA has proposed waiving all of any civil penalties that result from criminal trials resulting from computer system crashes, provided that the company has completed tests for and removed detected Y2K problems. Experts point out that if companies are not at least half way through debugging their systems, they will not be done in time. Lawyers are already preparing for law suits. Small, rural electrical companies and water utilities are thought to be most vulnerable.

Disconnect between Kyoto Protocol and clean energy?

Article Abstract:

The Kyoto Protocol does not provide a specific time frame within which clean climate-friendly projects, such as wind farms and solar power plants, can claim emissions reduction credits. The inability to amortize renewable technologies, such as those fostered by the World Bank's new Prototype Carbon Fund, may result in projects with long payback periods not earning the credits. The Sixth Conference of Parties of the U.N. Framework Convention on Climate Change could resolve this issue.
