New RCBA standard for chemical waste cleanups developed by ASTM
Article Abstract:
The American Society for Testing and Materials has developed a provisional standard, called RCBA2 or risk-based corrective action, to provide owners of petroleum-contaminated sites more information regarding acceptable cleanup levels. The RCBA2 follows the widely successful RCBA process which bases cleanup actions on the assessment of risks that chemicals pose to human health and the environment. It also utilizes a three-level approach to determine the required amount of testing required at a contaminated site and the level of soil contamination that may remain in the soil after a cleanup.

State commissioners band together to reduce greenhouse gases
Article Abstract:
State environmental commissioners attending the Environmental Council of States agreed on a collaborative program which will result in the control of greenhouse gas emissions. The cooperative agreement is independent of the Kyoto Protocol on greenhouse gas emissions and was prompted by the policy statement of the National Governor's Assn regarding the removal of barriers for corporate compliance on greenhouse gas emissions control. The state commissioners agreed on harmonizing their emissions trading programs, as well as the planning for an interstate emissions trading program.

Proposed EPA guidance challenges current state voluntary cleanup programs
Article Abstract:
State officials are concerned about the impact of the EPA's Sep 9, 1997, draft guidance on the voluntary cleanup of sites with low levels of contamination. The states believe that the memorandum could have a detrimental effect on state programs and may deter developers from cleaning up brownfield sites. Part of the problem is that the language of the memorandum does not clearly specify the boundaries of federal and state authority over the cleanup of these sites.
