ORD staff, managers meet to discuss management morale

Article Abstract:

The Environmental Protection Agency's Office of Research and Development (ORD) held a four-day meeting, which started on Dec. 2, 1996, aimed at discussing improvement opportunities for ORD and staff dissatisfaction. The meeting, which was held in Williamsburg, VA, was attended by more than 10% of ORD's employees, including 100 managers and 100 staff members coming from all levels and labs. Workshop results show the need for more emphasis on correcting red tape and micromanagement, inadequate staff to management communication, and career management.

Utilities cut pollution, save money, but few trade allowances

Article Abstract:

The success of the acid rain control program is due to the competition and innovation that resulted from the decline in compliance costs. According to a study conducted by Resources for the Future, the Clean Air Act's pollution allowance trading provisions sped up the declining costs for low-sulfur coal, but are not responsible for the cut in emissions.
