Improving health care quality by reimbursement policy

Article Abstract:

Methods of measuring health care quality are needed for the millions of Medicare beneficiaries who are being enrolled in managed care programs. Medicare first tried to control costs by implementing diagnosis-related groups (DRG) in 1983. This paid a set fee to hospitals for each diagnosis. In the 1990's, the government hopes to control costs by enrolling patients in managed care. Time will tell whether this move will improve the care of elderly patients.
