Confronting the queer and present danger: how to use the First Amendment when dealing with issues of sexual orientation speech and military service
Article Abstract:
Critics of the 'don't ask, don't tell' policy for gays and lesbians in the military can challenge it as a violation of free speech. The policy, which allows homosexual military personnel to avoid discharge so long as they do not publicly declare their sexual orientation, became law in section 571 of the National Defense Authorization Act for FY 1994. In Able v. US, a federal judge ruled that the policy infringed on the First Amendment rights of gays and lesbians in uniform. The ruling suggests how critics can overcome the courts' reluctance to interfere in matters of military discipline.

The interconnectivity that modern personal computers provide through modems and online services can be seen as an opportunity to reach millions of other people, but some perceive this access as a moral and political threat. Efforts to prosecute adult bulletin board operators and to restrict access to online discussion groups raise serious free speech concerns. The virtual nature of the online world complicates issues of jurisdiction and who's community standards should be used.

Methodological issues in the measurement of birth preparedness in support of safe motherhood
Article Abstract:
The methodological issues that are often overlooked when measuring indicators of birth preparedness among multiple audiences for evaluation of Safe Motherhood program in household-based surveys are focused. Behavior change interventions focusing on birth preparedness for pregnant women, their husbands and adults in the community are components of community-oriented Safe Motherhood programs.
