This is public housing
Article Abstract:
The results of a survey on public housing conducted by the National Association of Housing and Redevelopment Officials are presented. Some 223 US public housing agencies responded to the survey. These agencies administer about half of all US public housing. Almost half of US public housing is administered by local public housing agencies (PHAs). Eighty-eight percent of these PHAs manage fewer than 500 units of public housing. The stock of the nation's public housing consists of about 1.3 million housing units, 30 percent of which is in high rise buildings. More than four million people live in public housing facilities. Nearly 800,000 families are on waiting lists for public housing units. The average wait for public housing is 13 months, and the annual vacancy rate at public housing facilities is 4.4 percent.

Mutual housing: community-based empowerment
Article Abstract:
Mutual housing is a new kind of community-based housing that features most of the qualities of homeownership and also affords residents unique advantages such as management participation, security of tenure, and identical rates for same-sized units. A survey was done by the Mutual Housing Association of Baltimore to determine residents' attitudes regarding mutual housing and the differences it made in their lives. The results suggest that many of the respondents view the new housing program positively, expressing satisfaction with their physical environment and the sense of psychological, political, and economic empowerment that they have.
