Discrete choice models and optimal two-part tariffs in the presence of externalities; optimal taxation of cars
Article Abstract:
A model of tax policy consisting of a two-part , set at a rate to offset social costs of congestion and pollution, on automobile ownership and use is examined. Budget constraints play a large role in tax policy than the possibilities of reducing accidents and environmental damage.

Article Abstract:
Whether Southern California vehicle owners be willing to pay a pollution tax rated according to the pollution level of their vehicle was the subject of a telephone survey. Subjects liked the idea of recycling the money to offset license fees or sales taxes.
