Article Abstract:
An assessment is made of potential reforms aimed at improving the efficacy of the Special Supplemental Nutrition Program for Women, Infants, and Children. These include targeting families in greater need, selectively increasing benefits, enhancing directive counseling, adding services for children five and older, and addressing obesity issues.

Child care improvement on a shoestring: evaluating a low-cost approach to improving the availability of quality child care
Article Abstract:
The Philadelphia, PA, Early Childhood Collaborative was created to improve child care quality without raising child care costs. An evaluation of the Collaborative showed child care providers reported gaining professional knowledge though more intensive interventions may be necessary to create long-term effects on child care.
