Policy evaluation research; measuring the independent variables
Article Abstract:
The accuracy of the three methods for obtaining policy data, government agency surveys, secondary sources, and historical legal research is compared. Legal research is most accurate for well-established laws, while a multistage data collection method to identify accurate policy change information is better for laws recently enacted, adopted by only a few states and treated in a legally inconsistent manner across the states.

Article Abstract:
Issues concerning the findings revealed by theory-driven evaluation at a drop-in youth center are discussed. The study incorporated literature search, focus groups with youth, and concept mapping with staff, and revealed strong agreement among the three as to the critical aspects of program theory of global prevention in drop-in centers and other after-school services.
