Global interdependence or the European fortress? Technology policies in perspective
Article Abstract:
The EU has been coping with both the international marketing of technology and the national emphasis in its policies since the 1990s. Questions were raised as to whether the union explored globalization while promoting national emphasis or whether it has initiated a regionalization of transnational emphasis on technology. Although there is a growing challenge for globalization, it was assumed that the national emphasis has prevailed since it has to be viewed in the context of global pursuit for competitiveness.

The networks promoted by the framework programme and the questions they raise about its formulation and implementation
Article Abstract:
The impacts of the EU research policy were examined through the evaluation of its effects on large French firms which joined research programs. Three technological networks which provide interpretations of the objectives of the policy were highlighted since 'innovation networks' strengthen the European industry's global competitiveness and they also support other sectoral policies. Results show that the formulation, implementation, and programs of the EU research policy need assessment for possible amendments.
