Housing-CD linkages: a tested strategy
Article Abstract:
Because of San Francisco's downtown building boom and its high priced housing market, the city was the first to introduce a linkage program. Linkage programs require that commercial developers provide housing or housing assistance in order to receive development permits for large downtown projects. Boston, Santa Monica, and Jersey City have also adopted linkage programs because these programs can help ameliorate local housing problems. If the Gramm-Rudman budget legislation is carried out, more cities will need to consider linkage policies. And, when they do consider these policies, cities must address these issues: commercial development coverage, linkage fees, forms of the policy, options for developers, administration and monitoring, and housing assistance eligibility.

Housing the rural poor: why we need the Farmers Home Administration
Article Abstract:
The Farmers Home Administration (FmHA) is a federal agency designed to alleviate problems associated with rural poverty in America. The FmHA has five basic housing programs for the rural poor, which are discussed in detail. The management of the FmHA is criticized for being inflexible and insensitive, and for failing to use all of the funds allocated for housing loans. The structure and the programs of the agency are sound, however, and there have been many areas that have benefited from FmHA assistance. Congressional direction and community pressure are needed to make the FmHA more effective.
