On the organization of agricultural research in the United Kingdom, 1945-1994: a quantitative description and appraisal of recent reforms
Article Abstract:
A study examines the development of public and private support for agricultural research in the United Kingdom from 1945-1994, plus the impact of recent radical changes. Changes are evaluated relative to an agricultural research orientation that is directed to the needs of the food processors before, and to the needs of the retailers now. Results reveal high market failures in the agricultural industry requiring government reconsideration of its policies to ensure effective research funding by both the private and public sectors.

Lock in, the state and vaccine development: lessons from the history of the polio vaccine
Article Abstract:
A study of the development of polio vaccine is presented. The vaccine has been developed by public sector without any commercial incentive unlike the vaccines that are developed by private sector pharmaceutical industry. By developing such a vaccine, the myth that public sector lacks resources and competence for vaccine development has been shattered.
