Private sector versus public sector externalities
Article Abstract:
Corrective policies can be assigned without cost to the lowest level of government that does not produce public sector externalities at that level. This is true as public sector externalities are distinguished from private sector externalities. The former arises from the effect of the choices of regional governments on other regional governments, while the latter results from the effect of the choices of private agents on other private agents.

The rise and fall of regional inequalities with technological differences and knowledge spillovers
Article Abstract:
Using the standard economic geography model, regional differences in technology levels are introduced. This also assumes that technological gaps can be closed only when learning capabilities of the lagging region are sufficiently developed. When the technological gap is not too wide and when trade costs are low, interregional knowledge spillovers occur.
