Renewal of the federal commitment
Article Abstract:
The nation is in the midst of an urban housing crisis that requires federal economic assistance. However, the U.S. is experiencing a federal denial of the problem, which is only making the situation worse. Social programs are not part of the government's spending plans, but the housing crisis is real, and has dimensions of quality, quantity, and affordability, that need addressing. According to the city's mayor, Chicago illustrates both the problems requiring federal assistance and some of the solutions. The Reagan Administration is examined in terms of this problem and program cuts. The agenda in meeting the challenge is described: reauthorize the Community Development Block Grant Program; continue the federal revenue-sharing program; and lobby to prevent the abandonment of the commitment to build public housing.

Federal child pornography law's scienter requirement
Article Abstract:
The US Court of Appeals for the 9th Circuit, in US v. X-Citement Video, erroneously interpreted the Protection of Children Against Sexual Exploitation Act as punishing the mere sale and possession of child pornography regardless of the defendant's state of mind as to whether the posers were underage or not. The court thus incorrectly struck the act because it lacked a mens rea requirement. A correct interpretation of the act and disposition of the case would have recognized that the act proscribes reckless sale and possession of child pornography, that is, use without regard to the age of the posers.

The Dikmen Valley squatter housing renewal project in Ankara
Article Abstract:
The problems that came after the completion of the Dikmen Valley Project in Ankara, Turkey, is similar to the results experienced in similar projects in urban renewal implemented in several developed nations. The project, aimed at clearing the area of squatter houses without removing the inhabitants, failed due to the absence of a partnership model between the different parties involved. Urban renewal projects must apply an integrative approach that is capable of examining all implications, anticipating problems and providing alternative solutions.
