Resident responsibility: the participation continuum
Article Abstract:
Public housing authorities (PHAs) are charged with providing affordable rental housing to low income people, but also have the duty of fostering responsibility in the tenants of PHAs. Typically, resident responsibility is associated with resident management and ownership, but to foster responsibility amongst PHA residents, individuals must want change to happen and the individual must have the power to control change and take steps to affect change. The goal of the Department of Housing and Urban Development to make one million PHA residents into home owners within two years is flawed in that the timetable is too optimistic. PHA residents must be educated in responsibility by moving them along a continuum of resident responsibility to prepare them for independence and self-sufficiency.

National lotteries: a housing shortage solution?
Article Abstract:
Many US cities are facing the challenge of developing affordable housing. One new method to achieving this goal would be to create a housing bond program which would be funded by private monies. Similar programs have achieved great success in the UK. The national bond program would be modeled like a lottery program, and would be headed by the US Treasury or a new independent authority. The government could promote securities that could be issued via banks and savings and loans. On a regular schedule, a set of bond numbers could be selected and owners could then receive monetary awards that would be tax-free. This bond program could help US residents place new emphasis on increased personal savings.
