Science policies as principal-agent games: institutionalization and path dependency in the relation between government and science
Article Abstract:
The methods of foresight implementation in the United Kingdom, Germany, and the Netherlands prove that the association between government and science has not been identically adapted in countries. Moreover, the institution of foresight mirrors a science policy defined by path dependency. Investigations about government-science connection as a principal-agent relation involves the process of taking into account government-science interaction as an endless game relation. It also involves the evaluation of potential stabilization patterns.

The evaluation of national performance in selected priority areas using scientometric methods
Article Abstract:
Scientometric methods were used in the assessment of Dutch and Canadian priority programs in biotechnology and advanced materials. Results show that Canadian researchers used priority programs as an alternative source of funding while their Dutch counterparts used the programs to help their specialties surpass the national average. Findings further indicate that the Dutch R&D system may be more sensitive to selective stimulation than the Canadian system.
