The 1994 White Oak Conference on Regional Water Resources - declaration of principles
Article Abstract:
The US-Eastern Europe Environmental Protection Institutions Conference on Regional Water Resources on Feb 24 to 27, 1994 was guided by 18 principles. These include the decision to prevent the degradation and depletion of clean water, the realization that regional water resources need special institutional solutions, the need to apply international law to solve environmental problems, and the need for all countries to transcend boundaries in offering solutions to water resource problems.

Environmental protection institutions and policy implementation in the USA and the USSR
Article Abstract:
The Bellagio and Kiev Conferences on the Environmental Protection Institutions of the US and the USSR in 1991 and 1992, respectively, discussed the political and financial systems that are required for environmental protection. Participants in the conferences could not agree on whether environmental policies can be better implemented through a central national agency or through regional or local authorities. However, they were unanimous in the importance of citizen participation.

The intervention of the New Jersey Supreme Court in the Mount Laurel case has restored the goal of equality that comprises the core of the American dream of owning a suburban home. The Court, through its emphasis on metropolitan comprehensive planning, has effectively advocated the eradication of exclusionary zoning. The New Jersey Supreme Court, by its actions, has demonstrated that fundamental fairness is the essence of government power.
